Board of Regents


Morgan State University is governed by the Board of Regents, a 15-member board, as established under Title 14 of the Education Article, Annotated Code of Maryland. The Governor of Maryland appoints Board members for five-year terms, except for the student regent who is appointed for a one-year term. The Board appoints the University President, who serves at the pleasure of the Board. The Board also sets admission standards, reviews and approves university policies, budgets, and establishes the regulatory framework within which the individual units operate.

Board of Regents Meeting

The Morgan State University Board of Regents, the Academic and Student Affairs Committee, the Finance and Facilities Committee, the Audit and Institutional Assessment Committee, and the Executive Committee will hold their next regularly scheduled meetings in May 2024. Meetings will take place on the following specific dates and times.

1. Academic and Student Affairs Committee

The Academic and Student Affairs Committee will meet in Public Session on Monday, May 6, 2024, at 1:00 p.m. via zoom [https://morganstate.zoom.us/j/96892972954] or dial-in by phone 1-301-715-8592 | Webinar ID: 968-9297-2954 The Committee will receive updates from the President, Academic Affairs, Enrollment Management, Student Affairs, Student Government Association, and Athletics. The Committee will also consider the minutes of February 12 and April 2, 2024, Academic Program Title Change, Policy on Credit for Prior Learning, and Proposed New Academic Program. In Closed Session, the Committee will consider New Student Regent Recommendation, which is specifically exempted from public consideration under § 3-305(b)(1) of the Open Meetings Act.

2. Finance and Facilities Committee

The Finance and Facilities Committee will meet in Public Session on Thursday, May 9, 2024, at 9:00 a.m. via zoom [https://morganstate.zoom.us/j/97608958816] or dial-in by phone 1-301-715-8592 | Webinar ID: 976-0895-8816. The Committee will receive updates from the Division of Facilities, Design and Construction Management; the Division of Research and Economic Development; the Division of Institutional Advancement; the Division of Enrollment Management and Student Success; and the Division of Finance and Administration. The Committee will also consider the minutes of February 12 and April 8, 2024 and FY 2026 Capital Budget Request. In Closed Session, the Committee will receive an update on Housing/Security, which is specifically exempted from public consideration under § 3-305(b)(7)(10) of the Open Meetings Act.

3. Audit and Institutional Assessment Committee

The Audit and Institutional Assessment Committee will meet in Public Session on Thursday, May 9, 2024, at 1:00 p.m. via zoom [https://morganstate.zoom.us/j/92879610390] or dial-in by phone 1-301-715-8592 | Webinar ID: 928-7961-0390. The Audit Committee will consider the minutes of February 13, 2024. In Closed Session, the Committee will receive updates from Enterprise Risk Management and Internal Audit, which are specifically exempted from public consideration under § 3-305(b)(7)(12) of the Open Meetings Act.

4. Executive Committee

The Executive Committee will meet in Public Session on Thursday, May 9, 2024, at 7:00 p.m. via zoom [https://morganstate.zoom.us/j/92848461552] or dial-in by phone 1-301-715-8592 | Webinar ID: 928-4846-1552. Please check back for details.

5. Quarterly Meeting

The Board of Regents will meet in Public Session on Monday, May 13, 2024, at 12:00 noon in the Richardson Library Conference Room. The Board will receive and discuss items listed above from the standing committees and hear any new business. Following the Public Session, the Board will vote to convene in Closed Session to consider items specifically exempted from public consideration under § 3-305(b)(2)(7)(8)(10) of the Open Meetings Act. In Closed Session, the Board will consider New Student Regent Recommendation and receive updates on Security, Maryland College of Osteopathic Medicine, EEO, and Litigation. The Board may reconvene in Public Session at the conclusion of the Closed Session, if necessary.
