Your agency, MT DPHHS, said to be a fit parent, he must meet SPECIAL requirements for him not required of others.

He must go snow biking up Mt. Helena during the winter!!

He has asked at bike shops. He has asked at churches. He has asked at the gymn. Others have asked for him. After months, he hasnt found anyone in Helena who even does this!

Considering Helena is further north than Minneapolis, or Montreal, Ottawa, and Halifax in Canada- this is SERIOUS STUFF!! Its dark before and after normal 8 to 5 work hours. Temperatures can plummet to minus 42 degrees. Mountain lions are regularly seen. Riding in the dark ALONE is deadly.

Since Keith cannot find a partner, and your agency has demands it - we ask you, Steve Bullock, to be responsible.
